SSI/SSDI Outreach, Access and Recovery
SOAR is a program designed to increase access to SSI/SSDI for eligible adults who are experiencing or are at risk of homelessness and have a serious mental illness, and/or a serious medical impairment, and/or a co-occurring substance use disorder.
SOAR was first introduced to Kansas in 2007 and in 2009 became a statewide effort under the leadership of the Kansas Department of Aging and Disability Services. Between 2009-2014, over 345 people went through trainings in Kansas, including staff from faith-based groups, substance use providers, law enforcement, city and state officials, veterans administration staff, community mental health centers, and hospital staff. Since 2009, Kansas has maintained a cummulative approval rate on Social Security Applications completed through the SOAR program of 81%. Horizons' SOAR program approval rate is 78%.
